Chris Gascon

Chris Gascon is Chief Innovation Officer at HopeScan Initiative, where he brings twenty years of executive IT and security leadership to the organization’s mission of expanding early cancer detection across underserved communities in West Africa.

 

Chris has spent two decades in senior and executive technology leadership roles across life sciences, precision oncology, healthcare delivery, critical infrastructure, and managed services. He has led global infrastructure and security organizations through periods of rapid international expansion, built enterprise governance and compliance programs in FDA and GxP-regulated environments, and designed the cloud and secure-by-default architectures that allow diagnostics and healthcare organizations to operate at scale. He is the founder of Oceanus Networks, an infrastructure and security consulting practice he established in 2006.

 

Chris is the author of The Executive Control Plane (2026), a framework for technology leaders building resilient, auditable systems in highly regulated industries. He holds certifications including ISO 27001 Master Auditor, ISO 13485 Master Auditor, Certified Information Systems Auditor (CISA), and Certified Information Security Manager (CISM). He is a Fellow of Information Privacy (FIP) from the IAPP.

 

Chris earned a Master of Science and a Bachelor of Science in Computer Science from California State University, Fullerton. He serves on cybersecurity advisory councils at California State University, Chico and the University of California, San Francisco, is a member of ISACA and IAPP, and is bilingual in English and Spanish.
